Mina Learners Management System (MLMS)

At the onset of the implementation of the New Local Autonomy of 1992, the Local Government Unit (LGU) Mina, Iloilo has established the fundamental for its people’s empowerment by establishing the blueprint of its government program. The four target priorities are Education, Health, Socio-Economic Development and Peace and Order programs. Being a 5th Income class LGU that time, the administration did not make it as an excuse not to pursue its priorities hence a reversal of the situation from sleepy, poor state to a vibrant and achiever municipality.

In the Education Sector aside the infrastructure, reading and numeracy are among the significant problems among our students. The LGU administration has been working closely to give solution to this problem by partnering with the schools in the implementation and improvement of DepEd’s programs and policies. To help resolve the problem in this area, Mina LGU established a new application, named Mina Learners Monitoring System (MLMS).

It was created mainly to monitor the progress of the recipients of all the reading and numeracy programs in both elementary and secondary schools in the Schools District of Mina. Also, this monitoring system allows the public of the identified clients/customers of the LGU such as school stakeholders like municipal, Sangguniang Kabataan (SK) and Barangay Officials, Parents and Civil Society Organizations to access or view the data. Thus, they are aware of the issues and concerns on literacy and numeracy which becomes basis for resource mobilization and for the prioritization of their programs and project including the assistance they can offer for the improvement of the target learners.

The school administrators and teachers themselves are also benefited by this program as monitoring is done in electronic way. It has become less burdensome for them to track the record of the recipients progress. It is easier for them to access the data for further improvement on the implementation of the literacy and numeracy programs.

The Information and Communications Technology (ICT) therefore has a big role in the implementation of the monitoring system. The use of ICT means easier and more systematic way of monitoring. Aside from that, it allows concerned school stakeholders to access the data at real-time when needed.
