V2 METFIMANS is an enhanced version of METFIMANS, the basic version. The latter is an acronym for MINA ELECTRONIC TRANSPARENT FINANCIAL MANAGEMENT SYSTEM. As conceptualized initially, it is user-friendly computer software that streamlines the business processing the Local Government Unit (LGU) and provides transparency of transactions between and among LGU Offices through viewing so that each restricted isolated office transactions remain secure. In addition, the system only requires a log-in access code in every office through authorized personnel.
The application is an integrated system programmed explicitly for the use of the vital Offices that handle the financial management upholding the veracity of the transaction within the Local Government Unit – streamlines for viewing the business connection of the offices on the Municipal Budget Office (MBO).
It modifies the traditional mode of record management of all transactions connected with the different offices in the LGU. The administration has proven that by implementing the system, the LGU can operate software that fits its local operations, providing sophisticated relief to the otherwise manual processes of the offices involved in financial management. It also proves that bootstrap computer software can improve transparent fiscal management with user-friendly applications.
Moreover, to make the original version of the system more workable and responsive to the increasing volumes of government transactions, METFIMANS enhanced the version on January 22, 2021, known as V2 METFIMANS. Through legislation, the Sangguniang Bayan (SB) adopted this version for its implementation by SB Resolution 2021-123A as the enhanced version of internal control, financial management, and monitoring system of the fiscal management with the following additional salient features: a) it can generate Payroll Loan & GSIS and Pag-IBIG Remittance Report, b) it has Human Resource Leave Credits & DTR
