CeC holds 4th Essay Typing Contes

 

     On December 14, 2014, the Mina Community eCenter holds its 4th Essay Typing Contest as one of the activities of Mina’s Paskwa Halad sa Banwa celebration.  eleven (11) contestants who are Grade VI-special Science pupils of Mina central School joined the contest.

     The topic was about the Importance of Digital Literacy in a Marginalized Community.  The winner is Kimverlie Sudario and she is entitled to a free use of computer services for 30 hours at the Mina Community eCenter.

     Importance of Digital Literacy in a Marginalized Community
     Marginalized communities are communities in an undeserved areas, both urban and rural, that include the following target groups, among others: women, persons with Disabilities, unemployed, poor, youth, elderly, immigrants and micro-enterprises.  Digital Literacy is using of digital devices such as cellphones, tablets and personal computer.
     Digital Literacy is the knowledge, skills and behaviours used in a broad range of digital devices  such as smart phones, tablets, laptops and desktops PCs, all of which are seen as network rather than computing devices.   Digital Literacy is distinct from computer literacy and digital skills.  Computer literacy preceded digital literacy, and refers to knowledge and skills in using traditional computers (such as desktop PCs and laptops) with a focus on practical skills in using software application packages.  Digital skills is a  more contemporary term but is limited to practical abilities in using digital devices.
     The importance of digital literacy in a marginalized community is to help the lower edge of society such as a group which is denied involvement in the mainstream of economic, political, cultural, and social activities.  marginalized can affect a community at a macro-level, where its members may lack access to affordable formal education, equal employment or gender-related opportunities.  In helping marginalized community, mutual trust and respect, real commitment to collaboration and flexibility are all essential elements to be responsibly equipped to work with them.

LGU Palawan visits Mina

     Two Local Government Units (LGUs from Palawan visit Mina as their Lakbay Aral Destination.  These are the first income class Municipalities of Bataraza and Quezon and their trips to Mina were coordinated by the Department of Trade and Industry, Palawan.  They came to observe the best practices of LGU-Mina particularly the One Stop Shop Complete Tax Management System and the Expenditures Management System.  The visitors were also toured in different offices in the LGU such as the Mina Community eCenter, Mina Skills Training center, Mina Health facilities and Birthing Center, Mina Laboratory Clinic, and Balay Paglaum.

     The delegation from Bataraza was headed by Mr. Persival T. Narbonita who came to Mina  on October 8, 2015 was composed of Department Heads namely, Mrs. Romana Fernandez, Susan Jayac, Imelda Clores, Gracela Corpuz,  Edelita Aguirre, marilen F. Santiagude, Angela R. Ustares, April Joy S. Pena and Nino Joey E. Feria.

     On November 19, 2015, another group from Quezon, Palawan visited Mina and was headed by Mr. Welson Paz of DTI-Palawan and Nancita Macatangay of DILG-Quezon, Palawan with Department Heads composed of Urduja C. Saspa, Winena Valones, Maria Roselle Tanya, Crisostomo Enon, Jr. Virginia Beating, Dr. Allan I. Paciones, Paterno J. Ledesma, Eleazar Lusoc, Romeo Segay, and Jose Pepito Sison.

MAIS Program

             MAIS Program is widely implemented in the municipality. In October 2015, the member LGUs of the ICIA-ED, Inc adopted the program. These are the municipalities of Bingawan, Badiangan, Pototan, Calinog, Lambunao, Janiuay, Cabatuan, Mina and Maasin. Series of trainings were conducted by the Provincial MAIS task force, Madam Lydia Grabato, Engr. Xykster Pelaez, Tomas Bibangco (PPDO) and Melinda Defensor (PPDO).

MINA- MAIS tops the 2015 eGov Awards

        Mina topped the 4th eGov Awards as Best in Business Empowerment (G2B) Award with its entry, the Municipal Agriculture Information System (MAIS) which was chosen over three other finalists from big cities known for their comprehensive ICT solutions such as Muntilupa , Tagum in Davao and San Pedro in Laguna .

      On Behalf of Mayor Rey P. Grabato, Dory P. Emelo, Mina’s Municipal Assessor, received the recognition for the Municipality during the awarding ceremony held at the Albay Astrodome , Legaspi City on October 25, 2015. It was done during a dinner hosted by Governor Joey Salceda of Albay for the participants of the 7th National ICT Confederation of the Philippines (NICP) Summit.

     eGov Awards is the first and most prestigious recognition given by the ICT sector to LGUs with exemplary performance in empowering its public customers  and business . It is an annual nationwide search organized by NICP and the Department of the Interior and Local Government (DILG) for the best practices in local government units in utilizing Information and Communications Technology (ICT) to effectively. And efficiently deliver its public services directly to its constituents and to its business stakeholders.

        MAIS was conceptualized by Former Mayor Lydia E. Grabato during her incumbency as Local Chief Executive of Mina in 2011. With the expertise of Mr. Tomas Bibangco from PPDO, Iloilo Provincial Office, the system was develop in 2012. It was also realized through the help of Governor Arthur D. Defensor, Sr, and Mr. Mario Nillos, PPDO.

        MAIS is a dynamic software, and an information system that provides a mass storage of Agricultural data with an effective and efficient retrieval of status at any given time. It is a database decision –making tool with an up- to date inventory of all agricultural commodities of farm production in certain LGU and it provides easy access on a commodity’s supply and production situation at real time.

        It is a data-base solution where information on the demand of specific commodities are gathered simultaneously with the production data from the farmers in every barangay. It combines data from the different sources as provided from the regular surveys or inventory and merging this data into a cohesive database designed to facilitate linkages from its place of origin (farm) to market( local and global).

     It can aid the small scale-farmers in synchronizing their planting to cater the high demand of supply. The farmer’s profile and the training undertaken, are also encoded the system.

   The target primary beneficiaries are the Municipal Agriculture  Offices, farmers producers, buyers, wholesalers, consolidators , planners agriculture officers in all levels and investors. The secondary beneficiaries are the Government Agencies like DA, NEDA, DTI, DOST for their real time agricultural production data needs.

    The system can generate monthly information both on real-time and projected information. In Mina, there are 1800 farmers that have been included into the system and they access to information available on it. It is lodged at the Municipal Agriculture office which managed the system and mandated to sustain the permanently of its operation. Change in political leadership may not be an issue in its implementation.  Clients can now call via phone to get real-time information about agriculture products  available  or by just visiting the Municipal Agriculture Office (MAO) where they could already get the information they needed . There is also a summary of monthly information submitted by MAO to PPDO and can be viewed in the website of Integrated Central Iloilo Alliance  for Economic  Development of the ICIA-ED www.icia-ed.gov.ph. Meanwhile the upgrading to wed version of MAIS known as Municipal Agriculture Information System Farmers and Agri- Resources  Management System (MAIS- FARMS) is reaching completion for implementation. With this the farmers  can use cross platform  devices such as desktops, laptops , mobiles . For now, reports of MAIS data can be viewed at icia-ed com.ph for references of possible buyers and investors.

The Local Government Unit of Mina is helping the farmers to improve their livelihood, thereby alleviating poverty incidence. One way is giving support to farmers in their attendance to several trainings and seminars for them to acquire technologies applicable in their areas. The vegetable farmers, members of the 4Ps and some of the DA staff were the ones identified to attend the trainings. This venture provides an opportunity for participants to earn support from the partnership with the government & private sectors.

                The Mina employees namely Engr. Luisa Alfin, Engr. Xykster Pelaez, Mr. Licerio C. Patingo, Ms. Dory P. Emelo, Mr. Eden Pasuquin and Christian Harold Preche attend the ASEAN Disaster Resilience Leadership and Study Tour on Disaster Recovery for the Pilot LGUs of Adopt-A-Municipality Project at Francesco Guesthouse in Palo, Leyte on August 28-September 2, 2015.  The participants are from the four pilot municipalities of the ASEAN’S Adopt-a-Municipality Project composed of Mina & Badiangan, in Iloilo, and Ormoc City and Palo in Leyte.  The five-day activities were sponsored by the ASEAN.

                Based on the expressed need of the pilot LGUs including Mina to enhance existing capacities of respective Disaster Risk Reduction and Management Office and the desire of the pilot LGUs to learn from  each other on the recovery initiatives being undertaken, the special training course on ASEAN Disaster Resilience and Study Tour on Recovery was organized.  The disaster resilience training framework focused on four (4) primary pillars of study which are:

                Disaster operations Leadership with emphasis on Disaster Risk Management (DRM); Human Factor covering Psychosocial and Behavioral Leadership Sciences; Leadership Analytics; and Leadership in changing Environment and Climate.

                On the last day, the session started with a breakfast hosted by Mayor Remedies Petilla, Municipal Mayor of Palo Leyte and Hon. Leopoldo L. Petilla, provincial Governor of Leyte.  A short program was held prior to the Site Visit of the Group.  The following sites were visited: Palo Metropolitan Cathedral and Mass Grave, Brgy. Tacuranga DRRM center, Mc Arthur Shrines, Korean Friendship Memorial Park, TzuChi Village passing the GMA Kapuso Village, and San Juanico Bridge.

Mina Assessor attends Exposure Workshop of Draft MRPAAO

Ms. Dory Emelo, Mina’s Municipal Assesor is one of the 25 selected participants from Region VI, VII, and VIII who attended the Exposure Workshop of Draft Manual on Real Property Appraisal and Assesment Operations (MRPAAO) on August 17-21, 2015 at Crown Regency Suites, Mactan, Cebu City. It was conducted by the European Union (EU) in coordination with the Bureau of Local Government Finance (BLGF)- Department of Finance.

The BLGF through the funding of the European Union worked on the Amendment of the existing Manual on Real Property Appraisal and Asssessment Operations (MRPAAO) used by the Municipal, City and Provincial Assesors all through out the country for the last 10 years. A need for its revision and amendment was seen by the Technical Working Group of the Bureau of Local Government Finance after the implementation of the RA 9646 or known as the Real Estate Act (RESA) Law.

The Draft Copy of MRPAAO composed of 14 Chapters was ecposed to the participants in which comments amd suggestions were gathered based on th existing laws, rules and regulations. The TWG from BLGF was headed by Mrs. Mercy Santos.

The draft manual is composed of 14 chapters like the previous manual and the method employed during the exposure was to scrutinize per section of every chapter. Comments, ideas, and additional inputs to the section from the point of view of a municipal, city, and provincial assesor were gathered while the speaker served as the moderator. One of the salient features of the draft manual are the inclusion of some provisions of the RESA laws were considered in Chapter I, finally the qualification requirements of Assesors added to the existing ones which he pr she must be licensed Real Estate Appraiser. The said requirements was  not stated in the previous manual. Other than this, the Organizational Structure of the Municipal/City/Provincial Assessment Offices were likewise changed to comply with the RESA Law and the CSC rules and regulations.

There were other sections wherein the provision of the CARP Law, HLURB, DENR and DA were considered while there were irrelevant provisions omitted. The new format of Property Index Number was also included in one of its sections. In Chapter III on Valuation Principles and Standards, the Philippine Valution Standards was one of the basis for the valuation of real properties. The Condominium Act was also considered in the valuation of condominiums and other high-rise buildings. There were several illustrations on how to come up with the concept of uniformity in valuation.

MINA hosts Tech4ED MOA Signing and ICTO Forum

           moa signingThe Information and Communications Technology Office-Field Operations Office(ICTO- FOO) Visayas Cluster I holds simultaneously the Tech4ED MOA Signing and ICTO Forum at the Mina Sports and Cultural Center, Mina, Iloilo on August 11, 2015. The program was attended  by Deputy Executive Director Beatrice “ Bettina” Quimson of ICTO, Department of Science and Technology with Miss Ana Clarrise Navarro, Tech4ED Coordinator, Director Frederick Amores of ICTO- FOO VI and Joeven Tansi , President  of ICT Confederation- Region VI.

          Mina’s Mayor Hon. Rey P. Grabato welcomes the opportunity to host the first ICT Forum in the Province of Iloilo . Former Mayor Lydia Grabato, now serving as Executive Assistant V presented the Best Practice of the LGU in terms of ICT applications which is the implementation of the Municipal Agriculture Information Sytem (MAIS). Director Amores presented the project of ICTO which is the eBusiness.

          Director Quimson presented the Juan Konek (Free-Wifi) Program of DOST which has drawn eagerness of the crowds. Miss Clarisse Navarro explained the Tech4ed project and presented the different contents of the project.

          Signing ceremony of the Memorandum of Agreement  was done between ICTO-DOST represented by Director Quimson and Director Amores with the different LGU’s represented by Mayor Rey P. Grabato of Mina, Mayor Mariano Malones of Maasin, Mayor liecel Seville of New Lucena, Ms. Gina G. Aris, Cec Manager of Lambunao.

           The audience who  witnesses the signing ceremony and ICT Forum were the Barangay and Municpal Officials, Department Heads abd LGU employees, Mina National High School students and teachers headed by their Principal Mr. Gil Abillera, Grade V & VI pupils of Mina Central School, school Heads  from barangay schools, PTA  officers and NGOs.

 

PT and Rehab Clinic Opens

                On July 13, 2015, the Mina Physical Therapy and rehabilitation clinic was inaugurated and opens to serve clients.  Dr. Jimah Suarez-Pacion, a Physiatrist through a Memorandum of Agreement will render services at the clinic once every month (every 2nd Monday of the month).  The LGU also hired a Licensed Physical Therapist to man the clinic and perform and execute the rehabilitation exercises and program prescribed by our physiatrist.  The clinic is equipped with basic and complete rehabilitation equipment to serve the daily needs of the clients.

                The LGU applied with CHED for accreditation as affiliate center for the physical therapy students internship program.  Meantime, the LGU is waiting for CHED to evaluate the rehabilitation clinic.
