Mina’s Revised CLUP undergoes Public Hearing

The Revised Comprehensive Land Use Plan of the Municipality of Mina for 2016-2025 undergone public hearing on March 29, 2016 held at the Mina Sports and Cultural Center. It was attended by barangay officials, real property owners, and other stakeholders. The hearing was presided by Sangguniang Bayan Member Jose Salanio, Jr. as Chairman of the Committee on Land Use. Vice Mayor Bernardino Chichirita welcomed the participants to the Public Hearing.

Mrs. Dory P. Emelo, Mina’s Municipal Assesor gave the overview of how the CLUP was revised. She stressed that the Municipality of Mina is one of the four-pilot municipalities in the country for the Revision of CLUP streamlining Disaster Risk Reduction and Climate Change Adaptation under the Adopt-a-Municipality Resilient Recovery Planning Project of the ASEAN.

Present during the Public Hearing and acted as panelists were Mrs. Rose Bermejo and Mrs. Rosario Ladrido from HLURB, Mrs. Ivy Bromo, Mrs. Mila Dellomo, Jowel Ardales and Romel Genodia from PPDO, and LGU’s Department Heads.

SB Member Jose Salanio, Jr. explained the salient features of the CLUP and the areas affected or revised in the proposed Zoning Ordinance. Former Mayor Lydia E. Grabato (now LGU’s Executive Assistant V.) gave the comparative analysis of the existing CLUP to the revised one. She pointed out some areas affected by the revision.

Mrs. Rose Bermejo added some points for the LGU to consider in the zoning ordinance especially on the areas considered as flood-prone ones as per latest survey of the MGB and as shown in their Geohazard Maps.

There were questions from the stakeholders especially those living in the flood-prone areas and those who are affected by the changes in land classification. However, through the enlightenment made by the panelists, the revised CLUP was recommended for approval by the attendees.

LGU Recognizes Top Taxpayers

     The Local Goverment Unit of Mina through its Municipal Treasurer’s Office awarded Top 3 Taxpayers for Business taxes and Real Property Taxes.  The Awarding Ceremony was held during the culminating Activity of Paskwa Halad sa Banwa celebration on December 23, 2015 at the Mina Sports and cultural Center.

     The awardees for the Top 3 Taxpayers for Real Property taxes were Ms. Laila Camarista, Mdm. Lydia E. Grabato and Mr. Rolando Saluta.  while for the Business taxes, the Top 3 awardees were Palawan Pawnshop, IG Sand and Gravel & Construction Supplies, and First Midland Rural Bank, Inc.

     The Hall of Fame was awarded to Madam Lydia E. Grabato owner/proprietor of RPG Rice Mill, Royal Grains, Inc., Halkyon Agrifarm, and RL Memorial Haven as Top 1 Business Taxpayer for the last 3 years.  She was represented by her son, Rey E. Grabato II during the Awarding Ceremony.

     Recognizing the contribution of the taxpayers to the income of the Local Government Unit is an annual undertaking of the Municipal treasurer’s Office headed by Mr. Romeo Tabarnilla.  This is also one of the strategies of the office on its Revenue Generation Program.Mr. Rey E. Grabato II

“Tamang Pananim at Pagkita sa Pagsasaka, Kaagapay and VEIVA: Balik Luntian sa Kabukiran” held in the Municipality of Mina dated September 15, 2015 with the theme” Paglinga sa Inang Kalikasan Tungo sa Maunlad na Kinabukasan. The affair was attended by the Hon. Mayor Rey P. Grabato, Madam Lydia E. Grabato, members of the Sangguiang Bayuan, bulig sa Kabuhi members and farmers. Ms. Lilia “Leah” M. Cruz, chairperson, VEIVA gave the overview of the product which will focus with the Guyabano & Atsuete Cultivation. 3000 guyabano and 1000 atsuete seedlings were distributed to 22 barangays. Commitment was given to VEIVA and MOA signing was also done.

Establishment of Enhanced Farmers Filed School Wet Season 2015

               Farmers Field School was extended in some barangay specifically in rain-fed areas. Irrigated areas was given first the focus in terms of technology transfer, production and utilization. This season,Enhanced Climate Smart Farmers Field School  was conducted to Bry. Talibong Grande and Tipolo with 70 farmers regularly participated in the 4 months activity thus includes orientation to post harvest with integration of Better Rice in Asia ( BRIA) topics.

Mina MSWD reports Activities from July to December 2015

     For the Municipal Social Welfare and Development Office of Mina, Iloilo, 2015 has been a very hectic year. It continues to serve its clienteles to include children, women, PWD, Senior Citizen & youth. Safely saying, DSWD cater clients from Womb to Tomb. The services, programs and activities encompass all walks of life and served with compassion and utmost professionalism.

SENIOR CITIZEN

     There are 2021 active Senior Citizens and all have been released with ID and booklets. 355 have been found eligible to avail of the Social Pension Program in the total amount of P1,597,500 every quarter. Yearly the Senior Citizens celebrate Senior Citizens Month, Christmas Party and actively join in the activities of the LGU. The Senior Citizens are enjoying 20% discount on medicines, transportation and hospitalization.

CHILDREN

      There are 758 actual registered Day Care Children. The SNP Supplementary feeding program benefited 6 barangays which benefits 150 children coming from the budget of Congressman Defensor Jr. There are 661 beneficiaries of the Regular Supplementary Feeding Program of the DSWD amounting to P793,200.00 for 120 days. Activities for the year include Children’s Congress, Day Care Week Celebration, Family Week and Moving Up Ceremony. Worth noting that our Day Care children were adjudged as third place during the Congressional contest for folk dance.

PWD

     As of 2015, there are 141 registered Persons with Disabilities issued with PWD ID. This sector availed of 20% discount on groceries, transportation, hospitalization and medicines.

4P’s

     With the dynamic Municipal link, Azenith Rosal, active participation of 4Ps to LGUs programs and services is achieved. The Conditional Cash Transfer program benefits 810 families from the 22 barangays amounting to P10,291,400.00. More than the Cash received  are the benefits of the children derived for health, education, family development session conducted for responsible parenting and scholarship grant. Four children of Pantawid Pamilya availed of the Expanded Student Grant Aid Program for Poverty Alleviation studying in State Colleges and Universities.

KALAHI CIDSS NCDDP

     KALAHI CIDSS NCDDP is a poverty alleviation program of the National Government implemented by the DSWD. The program covers 22 barangays of the municipality with a total amount of P13,942,400. The municipality has requested for the second cycle so that more projects will be implemented and will benefit the grass root level.

SUSTAINABLE LIVELIHOOD PROGRAM

     The SLP is on full swing which directly benefits farmers, family heads and women. It provides livelihood programs to the less advantaged sector of the community identified through the Listahanan program. 4Ps beneficiaries are the topmost priority including Super Typhoon Yolanda affected and  the Bulig sa Kabuhi People’s Organization, an LGU initiated People’s organization. Total amount of the project is P10,277,698.50 for five projects based on approved Project Proposal.

EMERGENCY SHELTER ASSISTANCE

     The municipality has 360 beneficiaries of totally and partially damage houses. These beneficiaries have availed of financial assistance with the total budget of 4, 479,000. For the municipality of Mina it is worth mentioning that all budgets were distributed properly and no complaints noted from among the beneficiaries. These beneficiaries are also the recipients of food packs and rice assistance. Recently 223 sacks of rice were received from DSWD Region Field Office VI  and are ready for distribution.

AID TO INDIVIDUAL IN CRISIS SITUATION

     The office has released rice, burial and medical assistance to150 indigents of the Municipality of Mina amounting to P513,016.00.

Mina 4Ps beneficiaries enjoy various Programs

         The last quarter of the year 2015 has been amazing for Pantawid beneficiaries. It was highlighted by different and significant activities like the conduct of monthly Family Development Session on Active Citizenship and Spiritual Welness. The Spiritual Welness as part of FDS was overwhelming since everybody was in perfect attendance when Rev. Fr. Henrietto Losaria officiated mass for Pantawid beneficiaries in 22 barangays.

           Pantawid Mina sponsored a Thanksgiving mass last November 27, 2015. This served as Spiritual Wellness for the Pantawid beneficiaries and a way to share the blessings of the CCT program.

       Pantawid beneficiaries also was active participants to the Parade held last December 14, in its opening of the lights in lieu of Paskwa Halad sa Banwa which is held annualy. Gov. Arthur Defensor Sr. was very glad seeing Pantawid participated in the Field Demonstration Contest. The grantees brag the P5,000 as consolation prizes.

        Simplicity is beauty is what Pantawid stand for as they made their way to street dance with plain T Shirt paired with black jeans and some innovative gold accessories.

          On the the night of December 23, 2015, Pantawid marked another year of lively performance as performed as competing group in “Paskwa Halad sa Banwa” Christmas presentation.  Among the guest are Cong. Junjun Tupaz, the Sanggunian Bayan and the ever supportive Mayor Rey P. Grabato.

       Mayor Rey P. Grabato was amazed with the Ballroom  performance of the Pantawid to the point that he personally gave P2,000 to the group.

Convergence Program on Swine Dispersal

Livestock dispersal program is a revived program of the Department o9f Agriculture. Despite the negative of the previous dispersal programs, the DA through the convergence initiative is trying to uplift the image to encourage farmers to raise livestock as a livelihood. Mina was a recipient of 10 swine breeder and are given to qualified farmer-beneficiaries.
