Mina Skills Training Center

The Mina Skills Training Center (MSTC) is the only training center in Panay which is being ran and managed by a Local Government Unit (LGU) with different courses/qualifications/programs registered with the Technical Education and Skills Development Authority (TESDA). It operates the under the Municipal Economic Enterprise Office chaired by Mayor Rey P. Grabato.

The establishment of the center was initiated by Mayor Rey P. Grabato with his strong desire to give his people the quality of life that they deserved… he initiated and worked hard to accomplish this lifetime dream—that the people of Mina shall have a higher level and attainable learning by providing a vocational education that’s free of costs and near their homestead—a training center for skills development. Through SB Resolution No. 2008-079, re: establishing the Mina Skills Training Center other legislative acts passed by the Sangguniang Bayan, support for the loan and other financial assistance was conveyed and such was eventually acquired initially from the Presidential Development Assistance Fund (PDAF), under the care of our beloved son of Mina, the Majority Floor Leader Hon. Arthrur D. Defensor, Sr., Congressman of the Third District of the Province of Iloilo.  This funding has put so much realization to the aspirations of our out-of-school youths who could then get to learn or hone their skills in welding using new and proper equipment’s. Through the I-CARE program of the President.  Her Excellency Gloria Macapagal-Arroyo, and with the recognition and accreditation of TESDA under the tutelage of  Director General Augusto “Boboy” Syjuco and  TESDA – VI, Regional Director  BuenMondejar, scholarship was granted to the deserving trainees.

The center is located on the vacated site of Mina National High School (when the latter was transferred to a new and spacious area in Brgy. Bangac, Mina, Iloilo) and on a government lot. The formal  establishment of Mina Skills Training Center was on August 20, 2009 which is presently under the management of  the Administrator – designate Ms. Dory P. Emelo with Mrs., Josie C. Paparon, Registrar with personnel- Mr. DaniloManzano, Mrs., Nanette G. Patarata, Mr. Henry Salgado, Mr. Ariel Pastrana, Mr. Ramie Patingo and Mr. Benny Defensor.  The center has qualified instructors from TESDA to handle the different skills training courses.

The establishment of the Mina Skills Training Center (MSTC) a modern well-equipped TESDA Accredited skills training center allowing access to globally competent trained skilled workers has brought forth various job opportunities to the graduates of the center, not only locally but globally competitive caters to beneficiaries from this municipality and all over the Province of Iloilo under the Training for Work Scholarship Program of TESDA.

The center is open to all High School Graduates or ALS Graduates, 18 years old and above whom are preferably Out-of School Youths and unemployed ones.

Pursuant to Sangguniang Bayan Resolution No.: 2008 – 079 established the creation of the Mina Skills Training Center with following functions:

  1. To increase the number of enrollees in the center annually;

  2. To increase the passing percentage of graduates from the center in TESDA assessment test;

  3. To provide employment opportunities to graduates;

  4. To improve proficiencies of the trainor in skills training;

  5. To motivate staff to perform their duties and responsibilities;

  6. To provide the necessary training supplies and materials;

  7. To provide necessary fund or budget for the maintenance of equipments;

  8. To provide funds for the operation and maintenance of the center;

  9. To create national awareness and internalization of the value of blue – collar occupation as against the traditional preferences for academically oriented profession

  10. To provide concrete factual and realistic information to the public in general and the out of school youth’s in particular, for career planning, decision making and development in accordance with the youth’s abilities and interest; and

  11. To provide placement services as well as monitoring the progress of MSTC graduates.
